Trinetra - First Responder Guide

Overview

Trinetra provides first responders with a Tactical Responder Dashboard — a real-time common operating picture (COP) that integrates disaster monitoring, unit status tracking, dispatch management, and community resilience data into a single mobile-first interface.

What Trinetra gives you that you don't have today:

  • Real-time map with 16 hazard types overlaid on a single tactical view
  • Community compliance data — know which properties in your response zone meet EMBER standards
  • AI-powered 72-hour fire behavior predictions
  • Hospital bed availability with distance sorting
  • Secure tactical communications channel
  • Unit status and dispatch tracking from your phone

Getting Started

Access

Your Account

Your account is created by your department administrator or the Trinetra platform admin. You'll receive:

  • Email: Your assigned @trinetra.app or department email
  • Password: Provided separately — change it after first login
  • Role: RESPONDER, COMMANDER, or DISPATCHER
  • PVL: Professional Verification Level (set during onboarding)

First Login

  1. Log in at https://app.trinetra.app (or open the mobile app)
  2. You'll be routed directly to the Tactical Responder Dashboard
  3. Go to Settings (gear icon, top right) > Change Password
  4. Complete Professional Verification if prompted (Settings > Professional Verification)

Tactical Responder Dashboard

Your primary interface after login. Components from top to bottom:

Header Bar

  • Role badge — Shows your role (RESPONDER/COMMANDER/DISPATCHER) and PVL level
  • Settings — Gear icon for account settings
  • Logout — Log out icon

Summary Stats

Three key numbers at a glance:

Tactical Map Preview

A dark-themed map showing all active incidents with:

  • Color-coded markers — Red (fire), Blue (flood), Orange (earthquake), etc.
  • Hazard zone circles — Radius based on event magnitude (500m to 50km)
  • Pulse animation — Top 20 incidents pulse to draw attention
  • LIVE indicator — Confirms real-time data feed
  • Tap to expand — Opens the full tactical map

Unit Status Card

Your assigned unit's current state:

  • DISPATCHED → Accept or Reject dispatch
  • Accepted → En Route button

Active Incidents List

The 5 most recent active incidents with:

  • Event type badge (color-coded)
  • Location name
  • Coordinates
  • Timestamp
  • Tap to view domain detail page

Full Tactical Map

Tap the map preview or "Full Map" button

An expanded dark-themed map with:

  • All active incidents as markers
  • Hazard zones as semi-transparent circles
  • Auto-fit region — Map automatically zooms to show all incidents
  • Tap markers for incident details
  • Scroll, zoom, rotate — Full map interaction

Dispatch Workflow

Receiving a Dispatch

  1. A new dispatch notification appears on your Unit Status Card
  2. You'll see: incident type, location, address, time since dispatch, and any notes
  3. Tap Accept to take the dispatch, or Reject with a reason

Responding to a Dispatch

  1. Accept → Status changes to DISPATCHED
  2. Tap En Route when you begin traveling → Status changes to EN_ROUTE
  3. Tap On Scene when you arrive → Status changes to ON_SCENE
  4. Tap Clear Scene when done → Status returns to AVAILABLE

Each status change is timestamped for response time tracking.

If No Active Dispatch

The unit card shows "Monitoring channel..." with a radio icon — indicating you're available and monitoring.


Hospital Bed Availability

Quick Access > Hospital Beds

Real-time hospital capacity information:

  • Hospital name and distance from your location
  • Available beds by type (ER, ICU, General)
  • Contact information
  • Sorted by distance (nearest first)

Secure Communications

Quick Access > Secure Chat

Encrypted tactical channel for:

  • Unit-to-unit messaging
  • Command-to-field updates
  • Incident-specific channels
  • Attachment support (photos, locations)

Community Compliance Data

As a responder, you benefit from the community's property compliance data:

  • Zone 0 inspections — Properties that have completed self-inspections are flagged in the system
  • Resilience Buffer — Compliant properties receive Priority 1 (CRITICAL) status during SAR operations, meaning your team knows which homes are structurally hardened
  • Mitigation Hike data — Shows which neighborhoods are actively engaged in fire prevention

In practice: During a wildfire response, you can see which properties in your response zone have completed EMBER compliance, helping prioritize search and rescue operations.


Inspector Override (Field Inspectors)

If you have the field_inspector role, you can also:

  1. View the inspection queue — Residents who requested professional verification
  2. Claim inspections — Assign yourself to a pending inspection
  3. Conduct on-site audits — Walk through the 15 EMBER categories with per-item verdicts
  4. Submit override results — Your professional assessment overrides the AI score
  5. Truth Ledger logging — All inspector overrides are cryptographically recorded

Tips for Effective Use

  1. Keep your status updated — Other units and command rely on accurate status information
  2. Check the map regularly — New incidents appear in real-time with pulse animations
  3. Use the scope filter — Narrow the map to your jurisdiction for focused awareness
  4. Pull to refresh — Swipe down on any screen to force a data refresh
  5. Offline capability — Recently viewed data is cached for intermittent connectivity

Troubleshooting

Dashboard not loadingPull to refresh. Check internet connection.
Wrong role displayedContact admin@trinetra.app to correct your role assignment.
Map markers not showingEnsure location permissions are enabled. Try refreshing.
Dispatch not appearingPull to refresh. Check that your unit is set to AVAILABLE.
Can't access community dashboardTap "Community Dashboard" in Quick Access grid.
Login failingUse "Forgot Password" flow. Account locks after 5 failed attempts (15-min cooldown).
